  • Ownership
    • The City of Jacksonville can convey fee simple title to parcels.

  • Permitting
    • Site is pre-approved by all state and local zoning and land use regulatory agencies for light and heavy industrial, office and commercial applications. 
    • Pre-approved process permitting has been obtained for industrial applications up to and including semiconductor wafer fabrication.
    • Endangered species survey has been performed. No endangered/protected species were found.
    • All of Jacksonville and Duval County is an EPA designated Air Quality Attainment area with monitoring required only for ozone.

  • Topography
    • Wetlands encountered have been and are being mitigated through previously established mitigation bank.
    • Slope varies less than 1 percent from the highest to lowest elevation across entire site.


  • Geotechnical
    • Sandy soils, 60 feet from surface to bedrock. No upper level rock strata encountered.
    • Maximum soil bearing pressures for shallow foundations will be on the order of 3,000 to 4,000 psf.
    • Soil testing indicates maximum column loads of 500 kips can be constructed on conventional shallow foundation systems.
    • Below-grade structures feasible with top and bottom restraints and drainage provisions.
      Soil conditions are typical for Northeast Florida.

  • Utilities
    Approximately $51 million invested in Cecil Commerce Center electric, water and sewer infrastructure. For more information on the utility infrastructure in Jacksonville, click here,

    • Electric
      • JEA among the lowest cost electric utilities in Southeast.
      • Highly reliable system, no brown outs, no black outs.
      • Multiple feeds, dual substations can be provided on-site.
    • Water
      • Site to be loop served from two different existing high capacity treatment plants.
      • Total system excess capacity within water treatment grid serving Cecil Commerce Center is 75 MGD.
    • Sewer
      • Site to be served from existing, on-site 52 million GPD treatment plant
