WorkSource
WorkSource is the Jacksonville region's official workforce board, created pursuant to Florida Statute 455.007. Its mission is to "connect workers to jobs." It achieves this through services such as job analysis and employee assessment tools, customized training, workplace education, outplacement services and job fairs. Worksource's Career Services Centers and online job postings service also help Jacksonville workers and employers connect. Quick Response Training (QRT)
This program provides highly customized employee training grants for new and expanding businesses that produce exportable goods and services. Special attention is given to businesses in Enterprise Zones. The intent of this program is to provide specialized training to new workers or retraining for current employees to meet changing skill requirements caused by new technology or new product lines and to prevent potential layoffs. The QRT program is administered by Worksource, the Jacksonville region's workforce board, and can utilize local educational resources such as UNF and Florida Community College at Jacksonville. Other qualified training can be provided by the employer, including on-the-job training. Costs which can be reimbursed include tuition and fees, instructor salaries, curriculum development, textbooks and more. Incumbent Worker Training Program
This is a customized training program available for Florida companies that have been in operation for at least one year and demonstrating financial viability. Special preference is given to companies with 25 employees or less in distressed inner-city areas or whose grant proposals represent a significant upgrade to employee skills or a lay-off avoidance strategy. A business approved for a grant may be reimbursed for preapproved, direct costs including tuition, fees, books, training materials and more. Businesses must match the amount of the grant awarded which can include the wages paid to trainees and equipment needed for training. Duval County Job Opportunity Bank
The Duval County Job Opportunity Bank (DCJOB) was established as a permanent trust fund of the City of Jacksonville to be administered by the Director of Procurement (Director) and the Duval County Job Opportunity Bank Board (Board). The purpose of the DCJOB is to provide grants and other forms of financial assistance to increase job opportunities for job skills advancement of city residents, to upgrade their job skills and to provide customized skills training for new and incumbent workers of city employers.
Pursuant to City Ordinance Section 180.104, all projects receiving incentives from the City of Jacksonville must pay one percent of the total value of incentives to be received to the DCJOB within 30 days of the execution of the development agreement with the City.
The DCJOB will be subject to the general direction of the Board of Directors of the DCJOB, with said Board to consist of four members appointed by the Mayor and three members appointed by the Council, each subject to approval by Council resolution.
