2008 Tier II Filing Instructions

Step I: Installing 2008 Tier2 Submit Software

  1. Download and read the 2008 Tier2 Submit software Instructions.

  2. Install 2008 Tier2 Submit software. Click appropriate link below. (These links download the software from the U.S. Environmental Protection Agency Web site.)

  3. When prompted, click Run. If there is a security warning, click Run. (Note: If an error message displays, please contact your Information Technology specialist. You may not have access rights to install the program.) At "Setup" screen, click Next. At "Select Destination Location" screen, click Next again. At "Select Additional Task" screen, click Next. At "Ready to Install" screen, click Install.

  4. Click Finish.

Step II: Obtaining and Installing Last Year's Tier II Filing

  1. If your company or organization filed last year, please click here for additional information and proceed.

  2. Now you need to start the Tier2Submit2008 program that you previously installed on your computer in Step I. Click the Start menu in the lower left-hand corner of your screen. Then click on "Programs" or "All Programs" and navigate to Tier2Submit2007. When prompted for a username, accept the default by clicking OK. Then click Start Tier II Submit.

  3. Click File, Import/Export. Click Import Files. Browse to the location where you saved last year's filing on your computer. Click last year's zip file and click Open. Click OK when "Import is Complete" message appears and then click Close button in the top right-hand corner of screen.

Step III: Input, amend, and review 2008 Tier II File

  1. If you did not install last year's file, please start Tier2 Submit by clicking your Start menu in the lower right-hand corner of your screen and navigating to Tier2Submit2008. When prompted for a username, just accept the default by clicking OK. Then click Start Tier II Submit.

  2. Please add any new facilities and contacts or amend last year's facility and contact information. For more information on doing this please see the instructions below. The individual preparing the Tier2 needs to include their information as a contact and select submitter under contact type. This includes your e-mail address so that we may contact you about any changes that may be needed or inform you of changes in our system.

  3. Be aware that facility latitude and longitude are required this year. Latitude and longitude should be recorded in decimal degrees with as many digits as possible. (i.e. 35.14567231, -98.78642159) You can find your facility's latitude and longitude in one of the following ways.

    If you have a GPS unit, you can physically locate each facility at the facility's entrance.

    Using an Internet mapping service, you can locate your facility on a map and find its latitude and longitude.

Step IV: Creating a Tier II Submission

  1. After reviewing your file to make sure it is complete and accurate, you are now ready to create your 2008 Tier II Submission. Click File, Create Submission. Next, make sure All Records is checked and click Make Submission Validation. (Note: If you are filing for multiple states, use the Tier2 Submit Search menu to select only the Florida facilities prior to selecting the File, Create Submission menu. Then check the Found Set before clicking Make Submission Validation.)

  2. If the next menu has "Tier2 Submit Validation Check Status: FAILED," there is a problem with the submission or a lack of information.

  3. If the next menu has "Tier2 Submit Validation Check Status: PASSED," click Create Electronic File.

  4. You will be prompted to Save your file somewhere on your computer. Recommend that you save it to your Computer's Desktop. Please name the file, "CompanyName2008Tier2" and save the file as a ".t2s" file. Click Save and, then, click Close button. You can now close Tier2Submit2008.

Step V: Submitting Tier II Filing

  1. Start your e-mail program and click "SUBMIT" below.

  2. Click on the Attachment button, and navigate to the location on your computer where you saved your submission. (JFRD previously recommended that you save your submission to your Desktop.)
    Click on the file and click Insert or Attach. (Site Plans in PDF or CAD format and any additional documentation should be added at this time also). Then click the Send E-mail button.

You have just completed 2008 Tier II filing!

Under Florida law, e-mail addresses are public records. If you do not want your e-mail address released in response to a public records request, do not send electronic mail to this entity. Instead, contact this office by phone or in writing.
